Cindy Sanquist, CPA | President & Chief Executive Officer


As President and CEO of both Edgewood Management Corporation and Vantage Management, Inc., Cindy is responsible for directing the overall strategic vision of the companies and for managing a diverse portfolio of affordable and conventional multi-family properties. She oversees all corporate financial assets, leads the team responsible for acquiring new business, and ensures that the organization is achieving the goals and expectations of the Board of Directors. Cindy began her career at Edgewood Management in 1997 and was promoted to her current position in 2012, after a 16-year tenure as the Chief Financial Officer.


Prior to joining Edgewood / Vantage, Cindy had over 15 years of financial and business management experience. She was the Chief Financial Officer for Dreyfuss Brothers, Inc., a Bethesda, MD based Management Company overseeing as many as 35,000 residential units. Cindy was also the corporate Controller of Capital Realty Investments, Inc., a Rockville, MD based real estate management firm.

Mary E. Sweeney, CPA | Treasurer


Mary has been with the Company since 2004 and has 20 years of experience in the real estate industry. She is responsible for all corporate and property accounting and financial reporting as well as establishing and maintaining internal controls. She directly oversees the entire audit process for the properties Edgewood and Vantage manage, including fee negotiations, review of draft audits and filing compliances with various regulatory agencies. Mary has been an integral part of developing the Company’s Policies and Procedures. She also oversees the Human Resources Department and the Administrative Department.


Prior to joining the Company in September 2004, Mary was an Audit Manager for Reznick Group. There she oversaw the accounting staff assigned to the audit of large out-of-state and in-state real estate clients with HUD, MSHDA, LIHTC and rural housing projects.

Ms. Shay Dugan, CPM | Executive Vice President


Shay Dugan joined Edgewood and Vantage in November 2014. She is responsible for the management and oversight of 100 properties totaling 16,045 units. Shay joined the Company with over 15 years of experience in the multifamily industry.

Prior to joining the team, Shay was the Vice President of Operations for A&R Companies, a local developer and manager of Multifamily and Commercial assets in the Baltimore-Washington, DC metropolitan area. Prior to her role at A&R Companies, she was the Senior Regional Property Manager for Tarragon Corporation, where she oversaw a portfolio of 5000+ units along the east coast.

Mr. Jared Gigliotti, LEED |Regional Vice President


As a Regional Manager with Vantage Management, Jared is responsible for providing supervision and direction for the overall operations of each community in his portfolio. His focus is the maximization of property and personnel potential, including oversight of financial performance, resident satisfaction, employee retention and engagement, pricing, procurement, and asset preservation.

Prior to joining Vantage, Jared was most recently a Regional Manager for The Tower Companies, consisting of 5 communities and 45 employees in Montgomery County, MD. His primary focus was The Blairs, a mixed-use 27 acre site that included 1,400 apartments and 150,000 square feet of office and retail space. His prior experience includes AvalonBay, Inc. and Gables Residential.

Wendy Simpson | Director of Marketing and Sales


Wendy joined Edgewood / Vantage with more than 15 years of experience in Marketing and Sales in property management, investment and development. Wendy’s past experience includes serving as Marketing Director for the East Coast in AIMCO’s redevelopment division and other Marketing and Sales roles for privately held management companies around the Washington Metropolitan area. She has developed marketing strategy and go-to-market plans for Class A-C, mixed use and full-scope renovated/repositioned properties as well as lease-ups.

As Director of Marketing and Sales, Wendy oversees the Marketing Department and all related initiatives including: creating property websites, creating promotional and leasing strategies to optimize campaign effectiveness, developing online presence, reputation management, developing promotional and leasing strategies to optimize campaign effectiveness and ensure return on investment, positioning properties to accelerate lead performance and advance their brand. Wendy is also responsible for the development and implementation of sales training as well as coaching teams to meet their sales objectives. She identifies the target market and analyzes submarket comps and trends in order to develop creative to best position each property.

Wendy has served as Marketing Council Chair and a Board Member for PMA (Property Management Association). She has also been awarded over 20 AOBA ACE awards for outstanding websites, leasing performance and marketing collateral.

Traci Lutz, CPO, HCCP, SHCM, BOS | Vice President of Compliance


Traci joined Edgewood / Vantage in 1999 as a Legal Specialist/Assistant to the Vice President. Traci is responsible for the corporate oversight of the Compliance, Training and Support Departments. Traci oversees compliance monitoring for all subsidized and tax credit properties. She is also responsible for providing training for all associates on income certifications and re-certifications as well as facilitating our industry designation and continuing education courses. In addition, she is responsible for issuing income and rent limits based upon current HUD rules and regulations as well as distributing any changes regarding those rules and regulations. Traci also issues Owner’s Certificates of Compliance for Tax Credit and Bond properties. She is the corporate EIV and HUD Secure Systems Coordinator.

Traci is responsible for monitoring all training programs for the Company including everything from onboarding/orientation training to our online Learning Management System. Traci and her team assist in creating, managing, distributing and tracking vital industry training as well as support via our OneSite software system. She is also responsible for the software setup for all new properties.

Prior to joining the Company, Traci was a Service Coordinator with the Washington Pension Center in Bethesda, MD.


Education –

  • Bachelor’s degree from Towson State University.


Valerie Hamilton | Director of Risk Management and Safety


Valerie joined Edgewood / Vantage in 2014 as the Director of Risk Management and Safety and has over 24 years of experience in this field. Valerie is responsible for the Risk Management framework, in conjunction with Senior Management, Regional Property Managers and Community Managers as well as being a resource to the company and all employees with regards to risk management and safety.


Valerie’s role is to identify, assess, mitigate and solve potential risks and manage the degree of uncertainty that exists within our business. She is responsible for analyzing the risks and developing the processes to reduce the risk or eliminate the risk by purchasing insurance or risk transfer. Valerie will prioritize risk so that each risk can receive the appropriate time and resources. Risks are identified by the implementation of an Enterprise Risk Management process for the likelihood and probability of identified risks.


Prior to joining the team, Valerie was Director of Risk Management for Duty Free Americas, Inc. Prior to Duty Free Americas, Inc. she was Director of Risk Management, Health, Safety and Security with BAA USA, Inc., which is the largest airport operator in the world.

Robert (Boo) Nickle | Vice President of Construction and Maintenance


Robert has been with Edgewood / Vantage for over 32 years. He began his career with the Company as a Porter and was promoted to Community Manager through several positions including Groundskeeper, Maintenance Technician and Maintenance Engineer. Robert is responsible for overseeing engineering and construction projects for Edgewood and Vantage managed properties. He also assists in the bid preparation and solicitation process.


Frank Winston | Vice President of Facilities Management & Procurement 


Frank has been with Edgewood / Vantage since 1974. He is responsible for negotiating, procuring, and overseeing our national contracts and pricing. Frank coordinates the development of specifications, manages the bid process, and prepares all major contracts. He works closely with the Company’s risk management and legal departments to ensure the property's liability is minimized. Frank advises our clients on major building systems and provides training and guidance to the portfolio onsite maintenance teams. Frank is the Company’s asbestos coordinator and manages the relationships with all of Edgewood and Vantage's preferred vendors.

Brian Berube, CPA | Vice President and Controller


Brian joined the Company’s Accounting Department in 2005 as an Assistant Controller. With over 12 years of experience in Multifamily Affordable Housing, Brian oversees the financial reporting to partners, agencies, investors and lenders for all of the properties Edgewood and Vantage manage. He also works directly with Independent Public Accounting firms handling audits of property financial statements. Before joining the team, Brian worked at Reznick Group as a Senior Audit Associate. At Reznick, Brian worked on audit engagements of properties with LIHTC and HUD insured mortgages. Brian is an active Certified Public Accountant (CPA).
